Conditions / Restrictions
  • Project proposals must be submitted in parallel to both partner organizations.
  • CZ project proposal must be submitted via the KIS application: You must register in the KIS application using the following link and fill in a project proposal.
  • After finishing your proposal, you shall forward it through your KIS account to the IOCB Director for its approval. The Director shall approve and submit your proposal via his KIS account and simultaneously final version of the project proposal must be submitted via the CAS data mailbox
  • All Czech team members must be employees of the CAS.
  • At least 1/3 out of the whole team must be junior researchers (less than 8 years after receiving Ph.D.) or Ph.D. students.
  • Min. 50 % of the requested financial contribution shall be used to cover mobility costs and shall be maintain on the project level as well as yearly.
  • If justified, travel and living expenses, conference fee in a “third” country (if active participation in a conference, directly related to the project) is eligible mobility cost.
  • Eligibility of all costs will be assessed based on specific justification in the project proposal.
  • The course of project implementation will be monitored through annual and final reports including use of financial means and justification of costs and transfers between categories.
  • PI can submit more than 1 project proposal, but only 1 project can be funded.
  • Only 2 subsequent projects realized by the same research teams can be funded.

  • All Czech team members must be employees of the CAS.
  • At least 1/3 out of the whole team must be junior researchers (less than 8 years after receiving PhD) or PhD students.
  • Min. 50 % of the requested financial contribution shall be used to cover mobility costs and shall be maintain on the project level as well as yearly.
  • If justified, travel and living expenses, conference fee in a “third” country (if active participation in a conference, directly related to the project) is eligible mobility cost.

Proposal consists of
  • Mobility Plus Project Proposal form CZ for CAS (CZ applicant)
  • Abstract (en/cz max 1,100 characters incl. spaces), project description (max 10,000 characters in total incl. spaces), research teams description (max 5,000 characters in total incl. spaces), budget description, CVs of Czech and foreign PIs: (max 1 page each) + list of 5 project-publications in the last five years - incl. IF and quartile ranking.

Two-step evaluation: national level & international level
  1. Scientific and formal quality: Quality of project implementation (concept, approach, methodology, time schedule, outcomes); State-of-the-art; Innovation potential and perspective to broaden knowledge; Expected mutual benefits for both research institutes; Potential of project results and its possible outreach.
  2. Quality of research teams: Justification of collaboration needs; Competence and qualification of research team members; Level of involvement of junior researchers and Ph.D. students; Research teams’ complementarity; Previous cooperation.

Conditions / Restrictions
  • The intention to cooperate between the Czech applicant and the American partner must be documented with a "Letter of Intent" annexed to the project proposal.
  • Guidelines are in Czech only. The project proposal must be written in Czech.
  • The proposal has to be prepared in the new on-line application system
  • The proposal must be submitted through the data box (datová schránka) vidaawt.
  • The sum of workloads for one person in all projects INTER EXCELLENCE I. and II. funded by MSMT cannot exceed 1 FTE.
  • A person shall submit only one project to the call as a PI.
  • Costs should be proposed in CZK, rounding to thousands is not required. Justification of all individual planned costs is required.
  • Max size of the proposal file is 10 MB plus additional max. 100 MB for all annexes in total; 10 MB per file.


Proposal consists of

The Czech part of the project proposal (in Czech).
Project proposals must be prepared in the ISIX on-line application system.

The project proposal consists of the following parts:

  1. Project proposal “Návrh projektu” (Contact details of the Czech and foreign proposers and their institutions; project annotation, project introduction, project framework, project description, objectives and goals; project periods and expected results; project strategy and methodology; project and research team; budget and justification.)
  2. The signature page(s) of the project proposal (generated by the ISIX system and signed by the director).
  3. Annexes uploaded to the ISIX system:
    1. CV of the main PI and other key team members “Životopis hlavního řešitele a klíčových osob”;
    2. PDF file with graphics (pictures, tables, diagrams, ….), that can be part of the proposal (attached as PDF due to the technical limitation of the web application);
    3. Signed consent to the processing of personal data “Souhlas se zpracováním osobních údajů” must be uploaded to the application (required for PI and all team members);
    4. Signed agreement with the Slovak partner about the future collaboration on the joint project;
    5. Proposal of the Agreement on participation in the project “Návrh smlouvy o účasti na řešení projektu” (agreement between Czech partners – if relevant);
    6. Signed Statutory declaration of the eligibility to solve the project “Čestné prohlášení o způsobilosti k řešení projektu” must be uploaded to the application (required from IOCB and other Czech partner institutions);
    7. Special licences (if required for the project implementation).
  • The Statutory declaration will be provided by the Project Office and must be uploaded to the proposal before final conversion to the PDF (required from IOCB and other Czech partner institutions).
  • The project proposal has to be converted to PDF format and together with the generated first page of the proposal must be sent by email to the Project Office (projectoffice@uochb.cas.cz) who will submit it to the MEYS via its data box.
  • The project proposal may be reopened after the production of final PDF version only when this is extremely unavoidable. If you do reopen the project, you must ensure that the versions for the submitted project and signature page match!


Evaluation Criteria

Deliverables:

  • mid-term meeting organised between the participants and the granting authority;
  • progress report submitted within 30 days after one year from the starting date of the action;
  • mobility declaration submitted within 20 days of the secondment of each seconded staff member, and updated (if needed);
  • evaluation questionnaire completed by the seconded staff members and submitted at the end of their secondments; a follow-up questionnaire submitted two years later;

Conditions / Restrictions
  • A SE proposal should be based on a set of clear R&I objectives and robust project management plan to achieve the goals and maximal impact of the action. The R&I tasks/ deliverables must be implemented through secondments of staff members with an in-built return mechanism to foster knowledge sharing and long-term collaboration.
  • Projects can be implemented together with other related R&I activities funded by another EU grant (e.g. Horizon Europe grants other than the MSCA, Erasmus+, Structural Funds etc.) as long as this does not entail double funding.
  • Only legal entities that are established in EU Member States (MS) or Horizon Europe Associated Countries (AC) can be beneficiaries; only legal entities that are established in third countries (TC) can be partner organisations. Members of consortium are required to conclude a consortium agreement, in principle prior to the signature of the grant agreement.
  • Proposals can either focus either on one dimension of mobility (intersectoral/international), or include a combination of both. At least 2 beneficiaries are established in MS/AC. If all participating organisations are from the same sector (i.e. either only academic or only non-academic), there must be at least 1 partner organisation from a TC. SE actions must include the secondment of staff members. Secondments are not subject to a mobility rule.
  • SE should enable networking activities, organisation of workshops and conferences to facilitate sharing of knowledge, new skills acquisition, career development for R&I staff.

Secondments: sending institution => hosting institution:

  1. academic in MS/AC => non-academic in MS/AC or organisation in TC
  2. non-academic in MS/AC => academic in MS/AC or organisation in TC
  3. organisation in TC => academic in MS/AC or non-academic in MS/AC
  4. up to 1/3 of the total secondments can be within the same sector (academic of non-academic)

The exchanged staff members

  1. shall have employment contract (1 FTE), fellowship or other with the sending organisation at least 1 month before starting the mobility;
  2. must be under the direction and instructions of the sending organisation for the duration of the secondment;
  3. shall be devoted full-time (1 FTE) to the action during the secondment period (participation in other projects is not allowed);
  4. secondments may be split into several stays not exceeding 12 months in total and not going beyond the project duration;
  5. can have "multiple" split stays to different hosting organisations;
  6. shall stay at least 1 full month at one hosting institution (one person can have max 12 secondments);
  7. must be guaranteed reintegration into the sending institution (in-built return mechanism), thus maximising the impact of the action for knowledge sharing and long-term collaboration.

Secondments from/to branches/departments of beneficiaries/associated partners, which are not separate legal entities, are NOT eligible, even if they are located in countries other than the country of their beneficiary/associated partners; secondments between associated partners linked to a beneficiary and their linked beneficiary are not possible.

  3. Quality of the proposed interaction between the participating organisations in light of the research and innovation objectives.

Impact (30%):

  1. Developing new and lasting research collaborations, achieving transfer of knowledge between participating organisations and contributing to improving research and innovation potential at the European and global level.
  2. Credibility of the measures to enhance the career perspectives of staff members and contribution to their skills development.
  3. Suitability and quality of the measures to maximise expected outcomes and impacts, as set out in the dissemination and exploitation plan, including communication activities.
  4. The magnitude and importance of the project’s contribution to the expected scientific, societal and economic impacts.

Quality and efficiency of the implementation (20%):

  1. Quality and effectiveness of the work plan, assessment of risks, and appropriateness of the effort assigned to work packages.

  • V návrhu projektu musí být uveden pouze jeden český uchazeč; spolupráce s jedním i více spoluuchazeči je možná.

    2. věcné náklady - náklady na materiál, drobný hmotný majetek do 80 tis. Kč, cestovné, služby a nemateriální náklady, na pořízení nehmotného majetku, na publikování výsledků a OA, na správu výzkum. dat a vytvoření DMP, patentové a licenční platby, atd.;
    3. investiční náklady – pořízení nebo odpisy dlouhodobého hmotného majetku (vstupní cena > 80 tis. Kč) – alikvótní část odpovídající kapacitě a době řešení projektu (maximálně 10 % z poskytnuté dotace na osobní a věcné náklady).

Conditions / Restrictions
  • GAČR WEAVE (Lead Agency) podporuje bilaterální a trilaterální projekty základního výzkumu vykazující prvky opodstatněné spolupráce mezi zúčastněnými týmy ze 2–3 zemí zapojených v iniciativě WEAVE (Rakousko, Polsko, Slovinsko, Německo, Švýcarsko, Lucembursko, USA, Chorvatsko, ČR). Navrhované projekty budou hodnoceny na základě Lead Agency principu tzn., že výzkumná stránka návrhu je hodnocena pouze Lead agenturou. Společný návrh projektu musí být připraven v souladu s formálními pokyny a předpisy hodnotící agentury. Ta zajistí celý hodnoticí proces v souladu se svými běžnými procedurami, pravidly a rozhodovacími procesy. Rozpočet je podáván zvlášť pro každý tým podle pravidel příslušné národní agentury. Každý poskytovatel financuje náklady svého národního týmu.
  • Podmínkou je předložení společného návrhu zpracovaného společně českým a zahraničním účastníkem k vybrané „Lead“ agentuře (tedy FWF, DFG, SNSF, NCN, ARIS, FNR, NSF, HRZZ).
  • Zahraniční navrhovatel musí zároveň podat návrh zahraniční části projektu u poskytovatele, s nímž GA ČR uzavřela smlouvu.
  • Navrhovatelé mohou zvolit libovolnou agenturu do role Lead.
  • Jedna osoba může v rámci všech veřejných soutěží vyhlašovaných GA ČR v daném kalendářním roce s počátkem řešení v roce 2026 (s výjimkou uvedenou níže) a v rámci všech výzev, na kterých se GA ČR podílí, s počátkem řešení v roce 2026 podat maximálně dva návrhy projektů, a to jeden v roli navrhovatele a druhý v roli spolunavrhovatele. Projekty podávané do výzvy a polskou NCN (NCN jako Lead agentura, zima 2025) se započítávají do maximálního počtu návrhů projektů s počátkem řešení v roce 2027.Nástroj pro ověření
  • Pokud s oběma návrhy projektů uspěje, může řešit oba tyto projekty, pokud tomu nebrání jiná okolnost vyplývající z příslušné zadávací dokumentace nebo z příslušných pravidel.
  • Výjimku tvoří tři veřejné soutěže na podporu projektů JUNIOR STAR a POSTDOC INDIVIDUAL FELLOWSHIP (INCOMING i OUTGOING), do kterých si navrhovatel může podat návrh nezávisle na ostatních soutěžích a výzvách. To znamená, že osoba, která si podá návrh projektu JUNIOR STAR nebo projektu POSTDOC INDIVIDUAL FELLOWSHIP, si může podat ještě nejvýše dva další návrhy projektů, a to jeden v roli navrhovatele a druhý v roli spolunavrhovatele.
  • Pokud uchazeč před podáním dalšího návrhu projektu, který by zapříčinil souběh projektů v rozporu s výše uvedenými pravidly, odstoupí z veřejné soutěže, nebo odstoupí z hodnocení podle příslušného ustanovení Pravidel pro mezinárodní grantové projekty hodnocené na principu Lead Agency (LA granty), bude se na návrh projektu, od kterého bylo odstoupeno, hledět, jako by nikdy nebyl podán. Takový návrh projektu se potom nebude počítat do limitu podaných návrhů projektů v daném roce.
  • Pracovní kapacita na projektu (úvazek) je doporučována alespoň 0,20 pro osobu navrhovatele a alespoň 0,10 pro osobu spolunavrhovatele. Nulová pracovní kapacita se nepřipouští. Součet všech úvazků hrazených z účelové podpory GAČR může u jednoho pracovníka činit maximálně 100 % úvazku.
  • Postdoktorandem se pro účely projektu rozumí osoba, která má nejvýše 8 let od obhajoby Ph.D. ke dni zahájení projektu (2.1.2018 - 1.1.2026, nebo 2.1.2019 - 1.1.2027 - NCN); do limitu se nezapočítává přerušení kariéry – mateřská, rodičovská, dlouhodobá nemoc apod.
  • Zastropování: mzdy - alikvotní část platu až do výše hrubé mzdy 65 tis. Kč při úvazku 1,0; a u Dohod OON – max. výše 400 Kč/hod.
  • Za součást způsobilých personálních nákladů se nepovažují odměny.
  • Povolené přílohy (nahrát pouze do aplikace GRIS):
    1. dohoda o společném záměru (potvrzení zahraniční spolupráce nebo příslib provedení úkonů na zahr. pracovišti);
    2. seznam zahr. pracovišť, kterým neposílat návrh projektu k posouzení;
    3. abídka obsahující identifikaci dodavatele, předmětu dodávky a předběžné ceny – pokud dodávka/y od 1 dodavatele/ů je vyšší než 500 000 Kč/projekt nebo je hodnota 1 zařízení vyšší než 100 000 Kč;
    4. speciální oprávnění – zkontrolovat platnost;
    5. kopie návrhu projektu podaného k zahraniční LA agentuře.


Proposal consists of

Formulář návrhu projektu je dostupný v internetové on-line aplikaci GRIS. Pro podání návrhu projektu ke GA ČR jako partnerské agentuře zvolte soutěž Lead Agency - Partner Organization - 2026.

Společný návrh projektu popisující podrobně celý plánovaný výzkum za všechny účastníky je podáván k vybrané zahraniční agentuře (FWF, DFG, SNSF, NCN, ARIS, FNR, NSF, HRZZ), v souladu s pravidly podání projektu této agentury a do uzávěrky, která je touto agenturou určena.

  • Veškeré formuláře pro podání společného návrhu projektu jsou/budou na stránkách zahraničních agentur (FWF, DFG, SNSF, NCN, ARRS, FNR, NSF, HRZZ).
  • Formulář návrhu projektu v aplikaci GRIS se skládá z částí (vše se vyplňuje anglicky):
    1. základní identifikační údaje, abstrakt (1100 znaků) a cíle projektu (300 znaků);
    2. celkové finanční prostředky, rozpis finančních položek, vč. zdůvodnění, podrobné vymezení osobních nákladů; + Part B financial plan celkové finanční prostředky v € požadované od zahraničního poskytovatele pro zahraničního uchazeče/spoluuchazeče na řešení zahraniční části projektu;
    3. (C2 a C3) - zdůvodnění návrhu projektu, očekávané výsledky; popis přínosu mezinárodní spolupráce, Místo části C1 - přikládá se kopie návrhu podaná k LA;
    4. (D1+D2) - CV a bibliografie navrhovatele/spolunavrhovatelů; (D1: limit 2 str. na osobu; 1 MB) + CV zahraničního navrhovatele (bez limitu);
    5. – informace o dalších projektech navrhovatele/spolunavrhovatelů.
  • Návrh projektu musí být vyplněn a konvertován do formátu PDF podle návodu obsaženého v aplikaci a zaslán e-mailem do Projektové kanceláře (projectoffice@uochb.cas.cz), která zajistí jeho podání na GA ČR prostřednictvím informačního systému datových schránek.
  • Návrh projektu po vygenerování finální PDF verze nesmí být již modifikován, ani otevírán v aplikaci - porušení elektronické pečetě je důvodem k vyřazení návrhu projektu.


Evaluation Criteria

Návrh projektu bude z věcného a odborného hlediska hodnocen dle kritérií vybrané zahraniční agentury (FWF, DFG, SNSF, NCN, ARIS, FNR, NSF, HRZZ).

Všechny žádosti přijaté zahraničními agenturami jsou hodnoceny postupem peer review. Takto je zajištěno, že kvalita financovaného výzkumu je srovnatelná na základě mezinárodních standardů. Společný mezinárodní projekt musí vykazovat prvky opodstatněné spolupráce mezi týmy, přidanou vědeckou hodnotu společného výzkumu, vědecká práce obou výzkumných týmů musí být úzce propojena.
