Horizon Europe (2021-2027)

Horizon Europe is the European Union’s Ninth Framework Programme for Research and Innovation, having replaced its predecessor Horizon 2020.

It has a budget of around € 95.5 billion and will run for seven years (2021-2027). Horizon Europe forms the core of European research funding and is one of the largest public research funding programmes worldwide.

Horizon Europe offers a broad range of funding opportunities, from support for basic scientific research to application-oriented projects and market launch activities. The funding is aimed at individual researchers, small and larger consortia and companies, especially SMEs, in all fields.

All calls for proposals are published on the Funding & Tender Opportunities Portal (https://webgate.ec.europa.eu/cas/login) , which serves also for proposal submission and monitoring of supported projects.

Structure of Horizon Europe

The structure of the programme is based on three central pillars as well as well as the horizontal (covering all areas) pillar "Widening participation and strengthening the European Research Area":

Pillar 1

The "Excellent Science" pillar primarily supports scientific (basic) research in a bottom-up approach at all levels and the provision of the necessary world-class facilities. The goal of this pillar is reinforcing and extending the excellence of European Union’s science base. It consists of:

Pillar 2

The second pillar combines the two thematic areas of "Industrial Leadership" and "Societal Challenges" from Horizon 2020 into a single pillar entitled "Global Challenges & European Industrial Competitiveness". This programme, based on a top-down approach, supports the creation and better dissemination of new knowledge, technologies and sustainable solutions to strengthen the competitiveness of European industry and to help tackle major societal challenges.

This pillar supports research projects carried out (mostly) by international and inter-disciplinary consortia. The projects need to address concrete pre-determined topics. Calls for proposals are structured into the following clusters (which are further subdivided into destinations):

The Non-nuclear direct actions of the Joint Research Centre are also supported within this pillar.

Pillar 3

"Innovative Europe" pillar is a new feature, and bundles together measures that are intended to strengthen the innovative capacity of the European Union, among other things by improving innovation financing. It consists of:

Widening Participation and Strengthening the European Research Area

Widening participation and spreading excellence and Reforming and enhancing the European Research and Innovation system. Some countries (so called “widening countries”, including Czechia) still participate in European framework programmes much less than others. The goal of this part of Horizon Europe is to increase participation of these widening countries. This includes:

  • Funding of “Teaming”, “Twinning”, and “ERA Chairs” projects.
  • Contribution of the European Union to the COST programme (European Cooperation in Scientific and Technical Research).
  • Funding high-quality but unsuccessful MSCA Postdoctoral Fellowships as ERA Fellowships.
  • A new “hop-on” mechanism – participants from widening countries can join already approved projects.

Research and Innovation Missions

Horizon Europe includes so-called “R&I Missions” – ambitious, measurable research and innovation goals highly relevant for European citizens. The missions will be addressed within calls of Pillar 2. Member states and other stakeholders should be highly involved in setting up and monitoring these missions. Concrete mechanism for implementation of the R&I Missions is to be piloted in the first years of Horizon Europe. R&I Missions are set up in following areas:
